FORWARD
It is with great
pleasure to present the LaGrange Police Department’s fifth annual report.
We spend a substantial amount of time gathering and compiling
statistics that are related to the daily activities of our officers.
The amount of time spent calculating these numbers is valuable for
the analysis of how our resources are being used on a daily basis.
Like many police agencies when you have limited resources and
staffing it is imperative for our officers to work in the most efficient

10-99 Report
At the start of
the 2005 fiscal year, we began tracking and monitoring activity that is not
otherwise documented by a Uniform Offense Report, Accident Report, Citation,
or Courtesy Notice. A review of the 10-99 data for the calendar year of 2009
showed a total of 29,355 such activities resulting in 9,208 hours. In the
previous year, there were 29,861 activities resulting in 8,779 hours.
The most
prevalent types of response activities were 27,351 extra patrols including 9
house watches, 26,067 subdivision details, and 1275 citizen’s requests for
additional area patrols; 300 school traffic control activities; 92 other
officer assists; 366 alarms; 111 suspicious person reports; 157 suspicious
vehicle reports; and 978 miscellaneous activities including crime
prevention, motorist assists, welfare checks, and others.

Accident Data
There were a
total of 225 accidents in the City of
Further breakdown
of our statistics revealed that 43% or 96 of the 225 accidents occurred on
Highway 53, of which 17 were injury accidents. We had 10% or 22 collisions
happen on Highway 146, 6 involving injuries. Trains travel through LaGrange
frequently, ultimately being involved in 2 collisions with no injuries in
2009.
The Limited
Restaurant and Sunday sales ordinance was passed in June of 2004. The
LaGrange Police Department has been responsible for overseeing the program
and collecting the associated taxes. Restaurants pay an initial annual fee
of $800 for the Limited Restaurant license and an additional $1 for the
Sunday Sales license. To renew their license they pay $500 plus $1 for
Sundays. In addition they pay 2.5% quarterly taxes based on the gross sales
of alcohol less one fourth of their annual fee. The total ABC taxes
collected for the City in 2009 were $21,074.
Since the
origination of the ordinance, the City of LaGrange has had up to 9
restaurants at a time, both state and city licensed. As of the end of 2009
there were 8 restaurants still doing business under the provisions provided
by the Limited Restaurant ordinance. The following information is based
solely on the documented retail sales of alcohol in each of our licensed
restaurants. Restaurants must keep
their percentage of alcohol sales to 30% or less of the amount of their
total sales. The sales amounts range from $1,755,614 in total sales and
$334,668 in alcohol sales for Applebees to $78,514 in total sales and $3468
in alcohol sales for Big R’s which opened in the third quarter of 2009.

Summary
The LaGrange
Police Department issued 1959 citations for the 2009 calendar year. Of those
citations, 1530 were for traffic violations. The three most prevalent types
were “No Registration Plate or Receipt” with 524, “No Insurance” with 385
and “Moving Hazardous” (which include citations such as speeding, improper
passing, reckless driving, etc.) with 241. The following graph represents
the decrease in these areas from the previous year and the summary of all
traffic violations is on the following page. Officers wrote 427 courtesy
notices in 2009.

Citizen’s Academy
This year the
LaGrange Police Department hosted another Citizen’s Academy. The class was
held in March and had 20 participants. The goal of this project is to
provide a platform in which our citizens are able to interact in a
comfortable atmosphere with our officers.
The students had
the opportunity to use the Firearms Automated Training Simulator or F.A.T.S.
Students experienced first-hand shoot or no-shoot scenarios involving
simulated violent offenders. Student feedback indicated a better
understanding of the stresses placed on law enforcement officers.
In addition to
the F.A.T.S., students participated in trips to Oldham County Dispatch,
Oldham County District and Circuit Court, Oldham County Jail, and the
Officer Ray
Whitehill coordinated the class and had several guest speakers including the
county attorney and K-9 officers. As in the past, this was a successful

Compliance Mediator resolves complaints of ordinance violations and seeks
out additional violations throughout the City of

for both the LaGrange Police Department and the Oldham County Police
Department was Friday. In addition, Wednesday was the busiest day for the
Sheriff’s Office and Tuesday was the busiest for
The staff size
and operating budgets vary greatly between departments. The LaGrange Police
Department is budgeted for 13 officers, 2 part-time clerks, and operates on
a $1,436,010 budget. The Oldham County Police Department employs 31 officers
and 3 support staff members, two of which are full time and one part time,
and operates on a $3,251,935 budget. The Sheriff’s Office employs 11 full
time officers, 4 part time officers, and 2 support staff members and
operates on a $2,235,955 budget. The Pewee Valley Police Department employed
1 full time officer and operated on a budget of $62,500.
The largest
number of the dispatched runs to which the LaGrange Police Department
responded were for criminal reports with 34%, alarms with 26%, and
non-injury accidents with 20%, and The remaining runs constituted 11% for
motorist assists, 5% for fighting, 3% for injury accidents, and 1% for
reported prowlers.

DUI Summary
Our records
indicate that the LaGrange Police Department made 30 DUI arrests during the
calendar year of 2009 which is a decrease from the 70 arrests the previous
year. Of those, 28 were first-time offenders and 2 were third-time
offenders. While the number of DUI arrests in LaGrange dropped over 50% from
2008, Oldham County as a whole had a 35% increase with a total of 246 made
in 2009.
The Limited
Restaurant and Sunday sales ordinance was passed in June of 2004. Prior to
that, we had 43 DUI arrests in 2003 and 78 DUI arrests in 2002.
The National
Highway Traffic Safety Administration (NHTSA) is funding 50% of the $30,000
grant for the purpose of reducing the number of problem drivers on our
roadways with a focus on DUIs. This is our ninth year to receive the grant.
We have utilized this grant and our partnership with the Oldham County
Police Department to help provide additional hours of enforcement to

SAFE Program
The Speed Alcohol
Fundamental Enforcement (SAFE) program is carried out through a partnership
with the Oldham County Police Department. The focus of the overtime program
is to reduce speeding, drunk driving, and the lack of use of seat belt
restraints. The purpose for the funding is to save lives, reduce injuries
and property damage, and reduce the number of motor vehicles being operated
under the influence of alcohol and drugs.
We involve the
community by conveying information about the program through our local and
civic organizations, the media, and the school system. During the school
year students ages 16 to 18 are educated about the problems which are the
focus of the program.
The 2009 SAFE
Program funded 621 hours of additional traffic enforcement between the two
agencies. Through our combined efforts we issued 322 moving violations, 614
seat belt violations, 8 child restraint seat violations, 1699 citations for
additional traffic offenses, 4 DUI arrests and 32 additional arrests. ________________________________________________________________________________________________________________

There are 14 apartment complexes located in the City of LaGrange. With a higher concentration of people in a single location such as an apartment, there are of course more calls for service. The graph below represents the disbursement of calls among the complexes and the comparison between 2007 and 2008.

Accident Data
There were a total of 233 accidents in the City of LaGrange for 2008, an increase from 219 the previous year. Of those, 36 were injury accidents causing 54 people to be injured. There were no fatalities caused by a motor vehicle accident during the year.
Further breakdown of our statistics revealed that 48% or 113 of the 233 accidents occurred on Highway 53, of which 22 were injury accidents. We had 10% or 24 collisions happen on Highway 146, 5 involving injuries. Although trains travel through LaGrange frequently, there were no accidents involving trains this year.

As of the end of 2008 there were 9 restaurants still doing business under the provisions provided by the Limited Restaurant ordinance. The following information is based solety on the documented retail sales of alcohol in each of our licensed restaurants. Restaurants must keep their percentage of alcohol sales to 30% or less of the amount of their total sales. The sales amounts range from $1,878,250 in total sales and $270,696 in alcohol sales for Applebees to $28,811 in total sales and $131 in alcohol sales for Son of a Sailor which opened in the last quarter of 2008.

The LaGrange Police Department issued 2696 citations for the 2008 calendar year. Of the 2008 citations, 2225 were for traffic violations. The three most prevalent types were “No Registration Plate or Receipt” with 721, “No Insurance” with 487 and “Moving Hazardous” (which include citations such as speeding, improper passing, reckless driving, etc.) with 380. Code Compliance Mediator
The Code Compliance Mediator resolves complaints of ordinance violations and seeks out additional violations throughout the City of LaGrange. This involves educating the citizens about the ordinances and helping them to comply. Nearly all, about 99.9%, of the violations get resolved immediately.
There have been 198 ordinance violations complaints from January 1, 2008 to December 31, 2008. These are broken down into the following categories:

The LaGrange Police Department makes 25% of all runs in Oldham County. The majority of the remaining runs, nearly 66%, are assigned to the Oldham County Police Department. The Oldham County Sheriff’s Office and the Pewee Valley Police Department respond to the remaining calls.
The busiest day for both the LaGrange Police Department and the Oldham County Police Department was Friday. In addition, Wednesday was the busiest day for the Sheriff’s Office and Tuesday was the busiest for Pewee Valley.
The staff size and operating budgets vary greatly between departments. The LaGrange Police Department is budgeted for 13 officers, 2 part-time clerks, and operates on a $1,302,624 budget. The Oldham County Police Department employs 31 officers and 3 full-time support staff members and operates on a $3,384,934 budget. The Sheriff’s Office employs 11 full time officers, 4 part time officers, and 2 support staff members and operates on a $2,210,760 budget. The Pewee Valley Police Department employed 1 full time officer and operated on a budget of $62,500.
The largest number of the dispatched runs to which the LaGrange Police Department responded were for criminal reports with 39%, non-injury accidents with 19%, and alarms with 20%. The remaining runs constituted 13% for motorist assists, 4% for injury accidents, 4% for fighting, and 1% for reported prowlers.

There were 466 Domestic Violence calls occurring in Oldham County during 2008. That number is down from 487 in 2007. The LaGrange Police Department responded to 30% of those incidents resulting in 139 runs. The Oldham County Police Department responded to 68% of dispatched runs resulting in 316. The remaining 2% of Domestic Violence incidents were dispatched to the Oldham County Sheriff’s Office resulting in 11 runs.

Our records indicate that the LaGrange Police Department made 70 DUI arrests during the calendar year of 2008 which is an increase from the previous year. Of those, 53 were first-time offenders, 8 were second-time offenders, 5 were third-time offenders, and 3 were fourth-time (or greater) offenders. One was for an individual under 21 years of age. Overall, Oldham County had a 30% decrease in DUI arrests. There were 182 made in 2008.
The National Highway Traffic Safety Administration (NHTSA) is funding 50% of the $30,000 grant for the purpose of reducing the number of problem drivers on our roadways with a focus on DUIs. This is our ninth year to receive the grant. We have utilized this grant and our partnership with the Oldham County Police Department to help provide additional hours of enforcement to Oldham County. ________________________________________________________________________________________________________________
SAFE Program
The Speed Alcohol Fundamental Enforcement (SAFE) program is carried out through a partnership with the Oldham County Police Department. The focus of the overtime program is to reduce speeding, drunk driving, and the lack of use of seat belt restraints. The purpose for the funding is to save lives, reduce injuries and property damage, and reduce the number of motor vehicles being operated under the influence of alcohol and drugs.
We involve the community by conveying information about the program through our local and civic organizations, the media, and the school system. During the school year students ages 16 to 18 are educated about the problems which are the focus of the program.
The 2008 SAFE Program funded 537 hours of additional traffic enforcement between the two agencies. Through our combined efforts we issued 514 moving violations, 576 seat belt violations, 3 child restraint seat violation, 1174 citations for additional traffic offenses, 6 DUI arrests and 11 additional arrests.
